He who is not taught by his mother will be taught by the world.
A child who isn't raised with guidance at home doesn't simply grow up without it. The world steps in and teaches the same lessons anyway, usually less gently. The proverb is both an argument for a parent's responsibility and a warning about what fills the gap when that responsibility goes unmet.
